Priority Project Resources, Inc. (PPR) is able to provide a full array of funding coordination services for your community.

For 28 years, PPR has helped communities and not-for-profits through out the State of Indiana obtain grants and low interest loans. We specialize in the funding programs offered via the Indiana Office of Community and Rural Affairs (OCRA), U.S. Department of Agriculture’s Rural Development (USDA RD) and the Indiana Finance Authority’s State Revolving Fund (SRF). However, we also are proficient in obtaining funding from other agencies such as the Indiana Department of Environmental Management (IDEM), Indiana Department of Natural Resources (DNR) and the Indiana Department of Transportation (INDOT).

Our services include:

Prioritization / Funding Assessment

We often work with communities on their budgeting or long-term capital improvement plans to identify what projects may be eligible for state or federal funding. This helps communities better plan for the future and leverage existing funds to produce the “biggest bang” for the buck.

Income Surveys

Several of the funding mechanisms available to communities are based upon income eligibility. This information is compiled during U. S. Census data collection; but sometimes these numbers do not reflect the current economic situation and/or specific block groups. Therefore, many communities elect to hire PPR to conduct an income survey in an effort to maximize the amount of federal funding in which the community can obtain.

State / Federal Procurement

Whenever state or federal funds are utilized to pay for a good or service, state and federal procurement procedures must be followed. PPR can assist communities with this effort by helping to formulate the request for proposal/qualifications, solicit qualified firms and evaluate the information. This ensures that the most qualified companies, providing the service for the best price, are selected and eligible to receive payment from the particular funding agencies.

Environmental Assessment

Regardless of the funding source being utilized, it is necessary that an environmental review be conducted. PPR has conducted numerous environmental reviews and knows how to maneuver through the “red” tape in order to obtain a “green” light from an environmental stand-point.

Land Acquisition

Under the Uniform Relocation Act (URA) of 1970, if federal grant or loan funds are being utilized to complete a project (in any capacity) the local unit of government or public entity is required to follow certain guidelines in relation to the obtainment of real property and/or easements. Typically, communities rely upon the expertise of their attorney; but, because the process can be rather complex, communities will hire PPR to assist them with the process. PPR’s assistance can help avoid the classic pitfalls that waste time, money and possibly eliminate the community’s ability to acquire the federal funds.

Funding Applications

Completing a grant or federal loan application requires effort and skill. You need to know what items are eligible, how to explain your project in a concise and consistent manner, how to construct an itemized budget and forecast future pay back revenue streams, etc. Unfortunately, very few applications are “fill in the blank” and the expertise of a firm, such as PPR, is invaluable.

Grant/Loan Administration

Upon obtaining a state or federal grant/loan, follow-up paperwork will inevitably be required. Although some programs are less burdensome than others, many require that you obtain administrative certification. This is where PPR is most beneficial; we have been certified for 28 years and can administratively manage the project for you. These efforts will guarantee the timely obtainment and dispersal of funding and the accuracy of federal audits and close-out procedures.

Labor Standards/Certified Payroll Review

Federal funded projects require that workers are paid federal wages (Davis Bacon Wage Act). In order to ensure that workers are being paid appropriately, the community must obtain, review and maintain certified weekly payroll records. PPR is proficient in working with contractors on these tasks and eliminates the staffing burden otherwise placed on communities.

PPR staff have been certified grant administrators for 28 years and can provide training services and/or digital training materials for your staff.  We offer courses in grant writing, environmental reviews, land acquisition, procurement, labor standards and overall financial project management.
